The workspace is the area not occupied by the taskbar and other desktop toolbars. From your settings it looks like you have several toolbars and the taskbar at the bottom of monitor 2.
If you want a larger workspace, you'll have to close one or more of the toolbars.

UltraMon doesn't change the workspace area. The Smart Taskbar will affect the workspace area if it is in always-on-top mode, simply resize it to change the amount of workspace area it will use.
Does the problem go away if you close the Smart Taskbar?

yep, i just closed it and my workspace for my monitor went back to normal
its just that the other monitor doesnt have a taskbar now
