Can't get the following configuration to work properly: Voodoo3 2000 AGP (primary) ATI RageIIC PCI (secondary) Under Win98SE with the latest drivers for both cards.
I originally had a RageII+ card installed, but gave up on it. Now I am experiencing the exact same problem with the IIC chipset: The 2nd adapter initializes properly (message displayed) but when I go into Display Properties and click on Settings, the 2nd monitor blanks and the system locks up.
I have tried different PCI slots, different IRQs, disabling IRQ for VGA in BIOS, different drivers, nothing seems to work. Is it possible I have 2 defective ATI cards?

I have quite the same problem and from what I got on the ATI site, the Rage II+ is not supported as a secondary display adapter.

Update: I fiddled with a few of the settings in my BIOS, namely the "Passive Release" and "Delayed Transaction" settings, which I previously had disabled, and now Windows 2000 works properly with the Voodoo3 and RageIIC. I have not tried the RageII+ yet, but I expect similar results.
Nothing has changed in Windows98, however.

On Win98, try adding EMMExclude to system.ini if you haven't done so already. It is described in detail here.

Yeah that was the first thing I had to do to get Win98 to even install the RageII+, before I ran into the lock-up problem.
In the next few days, I am hoping to try a clean install of Win98 on a spare hard drive I have. I'm only going to have the two video cards in the system to see if it's something like general clutter or resource sharing that's causing the problem.
Thanks for the suggestions!
