The latest version of iTunes now has a proper maximize button. However if you maxmize it on a secondary desktop it will ignore the smart taskbar (ie it goes fullscreen).

Make sure you have set the UltraMon taskbar to be always on top (right-click on the taskbar and check Always on Top).
If iTunes still ignores the taskbar, it's either a bug or maximize is designed to enter fullscreen mode.

It is set to always on top.
iTunes maximizes properly on the display with the main taskbar, just not ones with the ultramon.
Knowing Apple I'm sure it uses some weird non-standard method. :)
