UltraMon just started resetting to "None" when I choose a wallpaper. Please see this recording of what happens: http://www.krinj.net/misc/wallpaperissue.swf.html
Is it because I just recently changed my default input language to Japanese (Related to getting a Japanese game to work, heh)?

That shouldn't affect UltraMon, I have tested with both the default input language set to Japanese and the default system language set to Japanese and haven't encountered any problems.
Some other users have reported the same problem with earlier versions of UltraMon, unfortunately we never figured out what caused it. Seems like for some reason the method UltraMon uses to change the wallpaper suddenly stopped working.

Hmm.. I just got it working.
I set a couple of wallpapers in the Explorer Desktop tab, then went to Ultramon. Oh, BTW, I also set active desktop to lock items, if that matters.
