Is there any way to switch which monitor the smart taskbar appears on? It is appearing on my primary display (conneted to DVI) behind my regular start menu, which serves no purpose. Windows says my primary display is monitor 2, so I assume that is the default location for the smart taskbar. How do I move it to the "1" monitor?

To move the UltraMon taskbar to the other monitor, right-click a free area on the taskbar and make sure that 'Lock Taskbar' isn't checked, then grab the bottom-right corner of the taskbar and move it to the other monitor.
After moving the taskbar, you may have to adjust the 'Show Tasks from' setting, which can also be accessed by right-clicking the taskbar.

haah ok cool, i didnt notice that little thing in the corner, i was just trying to drag it from the middle or wherever. THANKS!!!

i am using ultramon 2.5.22 and i can swap it to the right monitor but whenever windows reboots or I return from a game the taskbar isback on monitor 1. If I then change it to the second monitor the space it leaves blank on the primary mon stays blank. IF i maximize a window there it acts as if the secondary taskbar is still there... but in stead it just shows a bar of my wallpaper.

Make sure you move the taskbar by grabbing the bottom-right corner and then dragging it to the desired monitor.
Moving the taskbar using a Move Window hotkey would cause the behavior you described.
