The smart taskbar works fine if I manually run the .exe, but should it not automatically start with ultramon?
Smart taskbar is turned on in the config.

Maybe the Smart Taskbar fails during initial startup for some reason, you could try if delaying UltraMon startup as described here fixes the problem.
