Since spanning my browser across two monitors, I am not able to get my browser to open in a "desired" monitor. Currently; if secondary is on, the browswer will always opon there no matter where I send it, close it, open it, etc. Is this a bug? Or should UM recall where it was sent, and open there on the next instance?

Depends on your browser, for example Internet Explorer remembers its position and always opens on the monitor it was on previously.
You can also use UltraMon to force an application to a specific monitor, to do this right-click the application's shortcut, select Properties from the menu, then select the UltraMon - Window tab and change the settings as desired.
