If I get the IOGEAR 8 port video splitter will Ultramon detect the monitors hooked up and allow me to control them individually or span across all of them?

This won't work, UltraMon (and Windows) will only see a single monitor.
A splitter takes the output from a single video card and sends it to two or more monitors, meaning that you'll have the same display on each monitor.
