I love this program. I just downloaded it a couple of days ago and am wanting to purchase it. However, when is the next release coming out and, if I purchase now, will I need to repurchase for Vista?
Also, are there any discounts for a non-profit/educational institution?

2.7 will be out soon, but Vista compatibility is planned for the 3.0 beta 1 release.
3.0 beta 1 as well as all other 3.0 betas will be free upgrades, but the final 3.0 release won't.
Unfortunately there are no discounts for educational institutions or non-profit organizations.

Will 2.7 add new features or be a bug fix release?
Is there anywhere you've mentioned what features will be in 3.0? I'm sorry to say, but I'm begining to think 3.0 is vaporware.

No release date yet, but the first beta should be out before Vista.
Betas will be free upgrades, the final 3.0 release would be a free upgrade if it were released within a year of your purchase.
2.7 will be a maintenance release.
I don't have a fixed road map, new features will be introduced gradually during the beta cycle. The first 3.0 beta will focus on Vista compatibility and the Smart Taskbar.
