I'm not sure if this will help you, but I found a pretty simple solution to setting up multiple wallpapers on windows vista (at least for two monitors).

1) Create a wallpaper the size of all of your desktops. In my case, I have two 1680*1050 monitors, so I would create a 3360x1050 image. If you have four 1280x1040 monitors all in a block, you would create a 2560x2048 image.

2) In each of the 4 corners, place the correctly scaled image you would like as the background for that respective monitor (1280*1024 for example), and save the background as a *.jpg (it doesn't seem to work correctly if you use a *.png file).

3) Go to the Desktop Background in Windows Vista, browse + select your wallpaper, then under "How should the picture be positioned?" select tile.

This seems to work regardless if my primary monitor is on the left or right, which is nice. I imagine it would work for your setup too.
