I'm using Windows XP. In XP (and 2k and probably others as well) when somebody talks to you via MSN Messenger or a web page finishes loading and that window is not the active window, it's taskbar item blinks. In XP it blinks for a certain amout of time that you can change, I'm not sure about the others.
Smart Taskbar does not blink, so you can't tell when you get new messages or when a slow-loading page is finished loading.
I *think* the blinking is done though a depricated call that in older Windows would bring a program to the front. Since users found it annoying that any program could suddenly bring itself to the forground, Microsoft replaced the functionality with simply blinking the taskbar item to get your attention.
