I am using Windows XP Pro & when I have internet explorer open and try to open a second window, I get the message "The page cannot be displayed." Is there a way to fix this?

I'm not sure what would cause this, but it seems unlikely that this would be related to UltraMon.
To verify this, check if you still have the problem without UltraMon running. To close UltraMon, right-click the UltraMon icon in the system tray and select Close from the menu.
