I have some programs( adbars) that i would like on my second monitor. I try to drag them, but they just wont move to the other monitor.

Programs that check if something is offscreen will be limited to the primary monitor if they haven't been designed for multimon. ICQ has a similar problem, there are also some apps that show tooltips or context menus only on the primary monitor.
Not much you can do about it, except file a bug report.
